Depression 2008: the Indian Scene

INTRODUCTION

Whatever the silence or the contradicting comments be coming from the Indian government and its leading economists, the start of eroding effects of world depression 2008 in India can not be overlooked since the depression stands well entered in the Indian economy. The economic activities like the decision regarding closure of Tata’s Jamshedpur motors plant for three days, decision of Ashok Leyland to run only for three days a week for coming two months, decreasing interest rates, decrease in CRR, lowered REPO rate, cut in SLR, index of stock market in reverse gear, Rs 275000 crores (Rs 2750 billion) released by the Reserve Bank of India (RBI) to help industries and investors etc. already indicated and rather proved well in the first week of November 2008 that RBI and the Government accepted the entrance of depression 2008 in the Indian economy.

PRE-DEPRESSION SITUATION

After getting independence in 1947 India started its planned economic development in 1951 having in hands the experience, a wide literature of well proved strategies and variegated plans pertaining to, used by and created or formulated by the well developed western economies, apart from the available natural resources. India was over enthusiastic and over ambitious on account of having the ready and well proved weapons sought from the western world for combating the problem of development. The unemployed persons started migrating to the urban areas in search of job. The urban development and industrialization there had not sufficient level to absorb the whole migrating mass and to provide them proper urban life facilities. As a result thereof a mushroom growth of slums came about fast which eventually turned into big slum spots in cities and towns within a no longer period of 20 or 25 years. This hampered urban growth and urban life. On the other hand, in rural areas there emerged acute shortage of energetic workforce, service centres, infrastructure, intellectuals etc. This hindered the rural development whereby agricultural development and rural life remained slang lower. Consequently a wide spread general unemployment prevailed in both the rural and the urban areas {as per ECONOMIC APPRAISAL 2006-07, the estimated number of unemployed persons rose from 7.98 million in 1983 to 9.02 million in 1993-94, to 10.51 million in 1999-2000 and to 13.10 million in 2004-05. These figures make amply clear that the average increase per year in the number of unemployed persons was going higher and higher without revealing any effect even of the economic reforms initiated in 1991. The average increase per year in the number of unemployed persons was 1.04 lakh (0.104 million) persons during the ten years’ period from 1983 to 1993-94. It became 2.48 lakh (0.248 milliom) during the next six years’ period and rose to 5.18 lakh (o.518 million) during the five years’ period from 1999-2000 to 2004-05.}. In addition to this a considerable number of politically, socially and economically sound and effective elites emerged in cities and urban towns. These elites interfered in the formulation and execution of development plans, on one hand, and in the fixation of priorities, on the other. Thereby Indian development plans became urban oriented and concentrating on rich minority. Thus the poor majority and the rural economy became ignored. The unemployment situation in both the rural and the urban sectors became almost uncontrollable. The government has become politically weak. Therefore its priority has become to please the rich minority so that it may run. To mitigate resentment and dissatisfaction among the general mass it has to play pseudo role to remedy some times the rural and some times the urban mass alternating through various unsuccessful employment programmes and plans. The condition of the rural unemployment is more embarrassing than that of the urban unemployment since the rural unemployed people are subsisting in privation.

The increasing inequality in income distribution and persistent lack of capital in India like other developing economies became more rigorous on account of the black money. Therefore, the Indian economy had been but experiencing inflationary pressure up to the late eighties on account of heavy autonomous (unproductive) investment in welfare and employment schemes (apart from that in infrastructure) by the governments being dependent on foreign aid, World Bank financing, external debts and deficit financing.

EMERGENCE OF DEPRESSION

 As the eighties end and the nineties begin the inflationary trend started being converted into depressive trend in the developing economies also on account of the following events.

(i) A considerable part of black money came out and became converted into white money on account of various schemes, moves and drives to convert black money into white. It was added to productive investment and whereby an increased supply in the market came about. Though employment also was thereby increased to add to the demand but lesser was added to demand than to supply due to highly unequal income. d

(ii) Under the process of globalization MNCs were allowed to enter  the economy. The MNCs made heavy productive investments and thus considerably added to the total supply in the markets but the thereby increased employment could not equally add to the total demand because a considerable part of their production value (revenue) went to their respective mother countries in the form of profits. Moreover these MNCs kept considerable part of their revenue in the form of undistributed profit deposited generally in the foreign banks.

(iii) The expansion of share markets took impetus in developing economies in the middle of nineties on account of some small scams and computerization of stock exchanges. However, a big scam always creates uncertainty in stock exchange activities and therefore harms the share market. But, contrarily, small scams always help increase the stock exchange activities because small scams create small but frequent ups and downs in share prices.

(iv) The globalization made the access of the depression stricken developed economies easy to the Indian markets. Therefore, the gluts of consumer goods started being dumped there. The goods produced in developed economies are of better quality and cheaper (on account of lower production cost) and the consumption of the Indian mass is highly conspicuous. These two factors attracted the Indian consumers towards those dumped goods so much that the demand of consumption goods pertaining to India’s home production became lost up to a considerable level.

THE PRESENT SITUATION

Each of the events discussed hereinabove contributed towards increasing the supply but decreasing the demand of consumption goods in the Indian economy. The combined effect of these events made a considerable change whereby up to the mid of year 2008 the Indian economy came into the grip of depressive trend in its markets other than the market pertaining to basic consumption items. The market of basic consumption items is still showing high prices and inflationary pressure. This is because the depression starting from financial and industrial giants will take some time in trickling to trade and medium or small industries of general consumption items. The downward trickling of the depression will gain impetus as soon as heavy retrenchment starts in the depression stricken giants.      

The following detail, prepared on the basis of columns in the news papers from 1st to 8th of December 2008, makes it amply clear the present extent of depression and the steps taken to control the situation in Indian economy.

(1)Stop production in Telco Construction: One more company of Tata Group, Telco Construction Equipment Co. Ltd. (TELCON) declared to stop production for four days (from 4th to 7th Dec.) in its Jamshedpur plant. This company has experienced a 50 % decrease in its production during last one and a half month. Mr. Ramchandra, President of the Telcon Workers Union, told that the plant has observed ‘block closer’ (stop production) two times in the last one month. Moreover, the Diesel Engine manufacturing company of joint ownership of Tata Group also exercised block closer for 5 days in the last week. India’s leading commercial vehicle manufacturing company, Mahindra and Mahindra, experienced a fall in the sale of its vehicles from 18583 vehicles in November 2007 to 11569 vehicles in November 2008. The total sale in the last year was 17844 vehicles which fell down to 10430 vehicles this year. The second biggest passenger car manufacturing company in India, the Hyundai Motor India Ltd., also experienced a 23.3 % decrease in its sale in home market in the month of November 2008 as compared to that in the month of November 2007. The home market sale in November 2008 is 14605 cars as against 19052 cars in November 2007 (Hindustan, Hindi Daily, Dt. 03.12.2008, Page 13, Baghpat Edition).

(2)Tata Motors has again decided to close its Pune plant for three days, from 5th to 7th of December 2008.. It is second time in the last fortnight that the company has decided to stop production (Hindustan, Hindi Daily, Dt. 04.12.2008, Page 13, Baghpat Edition).

(3)During the week ending on 22nd of November the inflation rate fell down 0.44 point and came to 8.40 % as it was 8.84 % in the week ended on 15th of November. The inflation rate in the week ended on 2nd of August this year was 12.91 % that was the highest inflation rate observed in last 16 years (Hindustan, Hindi Daily, Dt. 05.12.2008, Page 13, Baghpat Edition).

         (4)The second biggest car company in India, Hyundai Motor India Ltd., decided to sell its popular model, SANTRO GL (Solid) model, at 10 years old price of Rs 2.99 lakh (Rs o.299 million) for coming 10 days. A relaxation worth Rs 15,773 in the form of free insurance and accessories is being given in non-AC segment. Relaxation worth Rs 26,000 on SANTRO GLS model and from Rs 7,000 to Rs 25,000 on GATZ, Accent and Verna models is being provided. India’s biggest car company, Maruti, has already started giving discount from Rs 15,000 to Rs 35,000 on its cars. Moreover, the General Motors has made discount worth Rs 58,000 on SPARK. A discount worth Rs 90,000 on FORD FIESTA is being given. Tata Motors also is giving relaxation on its cars from Rs 20,000 to Rs 30,000 (Dainik Jagran, Hindi Daily) Dt. O5.12.2008, Page 13, Baghpat Edition).

(5)Mr. G. K. Pillai, Commerce Secretary, stated on Wednesday, December 6, 2008, that a budgetary help worth Rs 150 billion (Rs fifteen thousand crores) would be given to infrastructure projects while a help worth Rs 20 billion (Rs two thousand crores) would be extended to the depression stricken exporters. First time in a period of last ten years there has been observed a decrease of 12 % in Indian export business. As per the government survey of 121 export oriented units, 65 thousand jobs have been cut during last three months. Seven thousand jobs stand cancelled in cloth sector and this figure may reach to 1.2 million (twelve lakhs) up to the end of the current financial year. On account of realizing the depressive pressure in the economy, the Indian government has declared a decrease of Rs 5 in petrol prices and Rs 3 in diesel prices (Hindustan, Hindi Daily, Dt. 06.12.2008, Page 13, Baghpat Edition).

(6)Under the heading ‘Recession Trickles to India’ there has been stated “After years of being blamed for job losses in America and elsewhere, domestic high-tech companies and outsourcing firms are going through a downturn of there own. The global showdown id forcing them to reduce hiring, freeze salaries, postpone investment and lay off software programmers and call centre operators.” The country has been suffering from the effects of global slump, losing capital as Western investors fled to the security of American Treasuries, undermining Indian banks and company balance sheets. Satyam Computer Services slashed its recruitment plan to fewer than 10,000 from 15,000. Some companies, having hired recruits, are postponing their start dates. Wipro has dismissed 2.5 per cent of its work force in the second quarter. American Express laid off some 200 of its 6,000 workers in India and Goldman Sachs announced last month (November) to dismiss about 10 % of its work force in India (Hindustan Times, English Daily, Dt. 06.12.2008, Page 17).  

(7)A third block closer (stop production) within a period of mere one month has been declared by India’s biggest vehicle manufacturing company, Tata Motors, in its Jamshedpur plant from 8th to 13th of December 2008 in succession to its already observed second block closer from 5th to 7th December. In addition to it, the leading diesel engine manufacturing company Tata Cummins, a company of Tata’s joint ownership, is observing a six days block closer in its Jamshedpur plant from Saturday, the 6th instant. This is its second block closer as the first was from 26th to 29th of November. SBI has declared a special loan facility of Rs 110 billion (Rs 11000 crore) to help housing and small industries. RBI has decreased the REPO rate from 7.5 to 6.5 % and the Reverse REPO rate from 6 to 5 %. Yes Bank has declared a cut of 0.5 % in PLR while ICICI Bank has declared a cut of 1.5 % in PLR and BPLR (Hindustan, Hindi Daily, Dt. 07.12.2008, Page 1 & 13, Baghpat Edition).     

(8)Mr. Sameer chopra, President, BPO Industry Association of India, told that America and Europe, on account of the wage cut policy of companies and to combat the market slump, are thinking of stepping back in near future from alternatives like outsourcing. If this happens the Indian companies will be most affected negatively since most of the Indian software companies depend on America and Europe for business. Thus the jobs of 0.25 million (2.5 lakhs) persons, working in Indian BPO sector, are under threat of the global depression and they may lose their jobs in the first quarter of the next year (Dainik Jagran, Hindi Daily, Dt. O7.12.2008, Page 16, Baghpat Edition).

 (9)To control the continuously increasing prices and to rescue the economy from depression grip, the Central Government of India declared yesterday, the 7th of December 2008, a bailout package worth Rs 30 Kharab (Rs 3000 billion) (Hindustan, Hindi Daily, Dt. 08.12.2008, Front Page, Baghpat Edition).

CONCLUSION

The above mentioned detail shows that the remedial measures, being taken to control depression in the Indian economy, are the same and on the same line as those taken by America and European countries. India had also committed the mistake of using as well the tools proved fruitful in the western world, in case of economic development move. I think, in case of combating the depression 2008, India will again repeat the mistake of using the same tools which the western world is using without getting success in controlling the depression. Therefore, India should recognize the difference of its economic features as compared to America and the European countries and find compatible ways and means to control and combat the depression 2008.

Ftc Credit Report Repair Facts – for Consumers

The FTC claims that Credit Report Repair may be better for you if you do it yourself. You have seen advertisements on TV, local newspapers, internet. All of these credit report repair companies claim the following:
* "Credit Problem? No Problem!"
* " We can get rid of bad credit problems - 100% guaranteed"
* "We can remove bankruptcies, judgments, bad loans and tax liens from your credit file forever
The FTC says "Don't believe these statements. The only thing that will fix your credit is time, conscious effort, and a personal debt repayment plan will improve your credit report.
This article will explain how you can improve your creditworthiness and gives legitimate resources for low or no cost help.
The Scam
All over the US companies appeal to families and individuals that have bad credit problems. They promise for a fee, to clean up your credit report so you can get a car loan, a home mortgage, a job or even a insurance. The fact is, they cannot deliver. After you pay them hundred of dollars or even thousands of dollars in fees, these companies do absolutely nothing to improve your credit report. They typically vanish with your money says the FTC.
Warning Signs
If you feel credit repair with one of these companies is your choice, look out for the following.
* Companies that want you to pay before services are rendered
* Companies that don't tell you your legal rights and what you cannot do yourself for free
* Companies that recommend that you don't contact the credit reporting companies

The FACTS
No one can legally remove accurate information from you credit report. If you owe the debt, it will be on there for 7 years from original collection date. The law allows you the consumer to dispute inaccurate information on your report for FREE. There is no cost to you for doing this. Everything a credit repair company does for a fee, you can do it yourself for FREE. This is all in accordance to the Fair Credit Reporting Act (FCRA)
v You are entitled to Free Credit Report if you are denied for the following
1. Credit Application
2. Insurance
3. Employment
You are to ask for this report within 60 days of receiving this notification. You are also entitled to the free report if you are unemployed and are about to apply for job, if you are on welfare, or if your report is inaccurate because of fraud including identity theft.
v All 3 Credit Bureaus - Equifax, Trans Union and Experian are required to provide you once a year with a Free Credit Report. In order to get this report you must go to annualcreditreport.com.
v You are allowed to dispute items that are not yours for free. Under the FCRA any company that is reporting information about you that is inaccurate, this information must be updated correctly. If you owe the debt it will not be removed.
Step One
The consumer credit reporting company that is reporting information incorrectly about you must be informed in writing what information is inaccurate. You are to include a copy of documents backing your claim. You are to clearly identify in the claim the following
1. Your full name
2. Address
3. The item in the report that you are disputing
4. The request that it should be removed or corrected
5. Enclose a copy of the report and circle the item in question.

Once the investigation is complete, whether they removed the item or not, the creditor must give you something in writing. If the information was deemed incorrect, then they must remove it, and not put it back on your report.
Step Two
Advise the creditor or other information provider, in writing, that you dispute an item. Be sure to include copies only, not your original supporting your claim. The creditors usually provide an address for disputes. If the creditor reports the items to the 3 credit bureaus, they must include the dispute during the reporting time. If you are correct, the creditor must remove the item from the Bureaus it's reporting too.

The reporting of correct information
When negative information is being reported about you, and it's accurate the only way it will go away is with time. A consumer credit reporting company can report negative information about you for 7 years and bankruptcies for 10 years. Judgments can be reported for 7 years or until the statue of limitations run out.
Credit Repair Organization Act
By law credit repair companies must give you a copy of the "Consumer Credit File Rights Under State and Federal Law" before you sign any contract. They must also give you a written contract that specifies your rights and obligations. Read these documents carefully before you sign anything.
Example of what a credit report company cannot do:
v Charge you for anything until services have been completed
v Make false claims about there services
v Provide any services until they have your signature on a written contract and have completed a 3 day waiting period. During this time you may cancel the contract without any fees occurred.
v Payment terms for services rendered, along with total cost
v Detailed description of services you are paying for
v How long it will take to achieve results
v Any guarantees they offer
v Company address and name
Check your Credit Report at least 4 to 5 times a year.
Even if you don't have poor credit, you need to know what's on your credit report. Here are some good reasons per the FTC.

6 Credit Repair Steps to Close More Mortgage and Mortgage Refinancing Deals for Your Clients

Even people that know virtually nothing about finance and Wall Street are talking about the serious impact the subprime mortgage catastrophe has had on our economy. While the incredible number of failed subprime mortgages may have started the economic tumble, the continued financial problems and people's inability to obtain a mortgage or mortgage refinancing of their home is exacerbated by poor credit scores.

To make matters worse, with the horrifying increase in foreclosures across the country, the mortgage, and mortgage refinancing problem for mortgage brokers is just going to grow.

When an individual's credit score goes down, so does their choices for mortgages and mortgage refinancing options. Also, tell your clients to beware of untrustworthy credit repair companies and other scams in the marketplace today promising to "repair bad credit”.

Good credit is an absolute must for a loan originator to be able to put through most reasonable mortgage and mortgage refinancing deals, and with the problem not going away anytime soon, it behooves the loan originator the help their clients with ideas for the credit repair process of improving their credit scores.

This type of credit repair advice is the way that a mortgage broker can turn a potential client into the "real deal" and close their mortgage or mortgage refinancing deal. Also, if done properly, more often than not, the process can take place in a relatively short time span.

Step 1

Realize that rebuilding an individual's credit score is an ongoing process and requires thoughtful preparation to successfully rebuild his or her credit to an acceptable level to obtain a well structured mortgage or mortgage refinancing product.

Encourage your client to be conservative on any new monthly credit score building budget that they will be able to make the payments and never be late on anything. Caution your client not to structure a program with monthly payments that they cannot comfortably make, because being late on any payments will further reduce their credit score and may make a new mortgage or mortgage refinancing of their home impossible.

If there are extenuating circumstances such as divorce, insist that they review their credit program with their attorney before agreeing to anything.

Step 2

If your client's credit card companies have not reported or have understated their credit limits on their credit cards, it can hurt their credit score. For this reason, have your client determine if their credit card companies are understating their credit limits on their cards. Often credit limits are reported as lower than they actually are and frequently may not be reported whatsoever.

While we are on the subject of credit cards, make sure that your client has a minimum of three credit cards or other sort of revolving credit. Many people mistakenly believe that if they have credit cards it actually hurts their credit score and because of this, they cancel some or all of their cards. Their credit score can be more harmed and the possibilities of not obtaining new mortgage refinancing on their home or a new mortgage is greater by simply canceling existing credit cards.

Furthermore, if they do not have any credit cards, have them obtain at least three. If they have trouble with getting typical cards like Visa, Master Card, Amex etc, tell them to try a local department store, or a Home Depot or Lowes. Quite often these types of stores are more lenient in granting revolving charge accounts.

Step 3

Make sure that your client reduces any outstanding credit card balances to under 30% of their credit limit on each of the individual cards. Some people mistakenly think that the 30% figure is based on their overall revolving credit card balance, but this is false. A single card over the 30% balance can nullify the benefit of the effort of having the revolving credit cards in the first place.

If your client has one card over the limit and several others under the limit, if they are limited on cash and cannot pay down the high card, have them see it they can transfer some of the higher card's balance to the lower cards. Have them check first before doing this to see if this type of transfer creates a higher interest rate or any other adverse effects on their credit.

Thus, if an individual has 3 credit cards with a total of $12,000 credit, but two of them have a $2,000 limit and the other has an $8,000 limit, make sure that they keep the $2,000 limit cards under $600 each and the $8,000 card to under $2,400.

Implementing this simple process will cause credit scores to rise, along with the possibility of obtaining that desired mortgage or mortgage refinancing program.

Step 4

When helping your client to raise their credit scores, make it a point to frequently pull their credit reports for them to determine their status as well as any errors on their reports.

Errors are so common on credit reports that over 75% of all credit reports have a minimum of one or more mistakes on them. Just by their being diligent and carefully insuring that any incorrect reporting information is removed, their credit score will quite often go up incredibly. This is certainly one of the easiest and most effective things that your client can do immediately to improve their score dramatically along with the possibility of them obtaining a new mortgage or mortgage refinancing of their existing mortgage.

Step 5

If your client's credit has been damaged to the point of having been sent to a collection agency, they probably will not want to immediately pay off the credit card debt. As incredible as it may seem, this situation can actually be more harmful than having credit card debt sent to a collection agency on their credit record.

When one of your clients have been sent to a credit collection agency, the effect on their credit is low after about two years and is virtually wiped out after four years.

Insure that your client receives a written promise from the collection agency for a "letter of deletion" before they do anything toward satisfying the old credit card debt, because without a letter of deletion, they may hurt their credit problem more than help it. Stress to your client that they should not pay anything on the bill until they receive in writing the agreement for the letter of deletion from the collection agency.

Most people trying to improve their credit to obtain a mortgage or mortgage refinancing on their home think that they need to pay off everything as quickly as possible, but this is one case that paying before you obtain the proper documents protecting your situation can actually seriously hurt your credit. People have in reality completely paid off a debt or negotiated a settlement to learn to their dismay that they now have no leverage to get the collection agency to send the letter of deletion.

Step 6

Finally, if your client does not make paid installments on a car or a boat, have them take out some sort of installment loan with someone like Best Buy or Sears on some needed appliance or with Staples or Office Depot for some business equipment. Credit bureaus look carefully not only at the fact that you have credit, but also the blend of the types of credit that you have. Having just credit cards only is not as advantageous as having credit cards and some sort of installment payment loan.

Be sure that your client watches out for the rates on their new installment loan. Some of these rates can be "out of the roof" and create undo stress on the monthly budget.

Also, unlike the credit cards which you should keep in perpetuity, obviously, revolving credit comes to some point at which the loan is satisfied and the monthly payment ceases. Your client should not buy just for the sake of buying, but if they are trying to improve their credit scores, planning a purchase that they might have paid in full with cash, would be better if they put a substantial amount down in cash and then financed the balance on an installment loan. Financing a smaller amount can actually lower loan interest payments thus lowering the monthly payment; all of which makes your client more likely to improve their credit score and get a new mortgage or mortgage refinancing of their home.

Some credit repair companies make unbelievable offers to eliminate negative items from your credit report. They also claim that a better credit score will be reported in a short period. But most of them fail to deliver on thier promise and consumers end up losing their hard-earned money. Even the Federal Trade Commission (FTC) is skeptical, stating there are very few legitimate credit repair companies. Therefore, it makes sense to try improving your credit score yourself rather than risking money on the services provided by credit repair organizations.
What are the most common credit repair scams?
The credit repair industry is riddled with scams and rip-offs. Most common are over-charging borrowers against false promises of providing a better credit rating. The scams that occur most often are detailed below:
Temporary removal of negative items:
Some credit repair companies claim they have an intimate relationship with the credit bureaus and have back-door through the system. Meanwhile, they bombard the bureaus with disputes over the derogatory items and debts recorded in your credit report. These debts may disappear temporarily from your report once the bureau starts the investigation. However, to the surprise of most consumers, the original derogatory items and debts re-emerge after the next reporting cycle.
The credit repair company charges a fee for the temporary removal of negative items from your report. Moreover, the charge is usually demanded upfront, which goes against the Credit Repair Organizations Act.
Applying for a new credit report:
Another credit repair rip-off involves a company soliciting a way to create a new clean credit report. The company helps you apply for a new taxpayer's identification number or Employer Identification Number (also known as EIN) in order to build a new credit history. This does not follow a legal process and the new report ultimately will carry the previous information, despite having a separate identification number.
Ensuring a clean report:
The biggest crooks are those credit repair companies who make you believe they can clean up your credit fast and help you get a mortgage or credit card through their channel partners. They typically demand a lot of money upfront in exchange for such services. In the end, these organizations are simply pretending to offer credit counseling or mortgage services and finally disappear. With all of the credit constraints returning in the mortgage complex, this is the most popular and most costly scam of all.

Every consumer who uses credit has a credit record -- and is it ever powerful.

Every time you apply for credit or a loan, creditors obtain your credit record to verify your worthiness. But, the use of these reports has broadened. Insurance companies have begun to use them to determine premiums or deny coverage. Potential employers may even want to check out your credit worthiness.

If you are hampered by a low credit score, you may do well to make use of credit repair service to improve your credit score.

Rising interest in credit scores

Today, a credit record is more than just a dry report on how many credit cards you have and whether you made every auto payment on time. Credit recording agencies often distill consumers' reports into a three-digit number called a credit score -- and that number alone can determine whether you get easy monthly payments or loan-shark rates. It's not surprising that as credit scores become more important, consumers are taking more interest in these three-digit numbers. A high score saves you money, a low score costs you. This fascination with credit scores has led to more interest in repairing credit to increase scores.

Unfortunately, as the demand for credit repair rises, the opportunity for scams becomes more prevalent, says Marta Moakley, an assistant attorney general in Florida.

"As our economy becomes sluggish and debt levels rise, more people turn to companies that specialize in credit repair for help. Consumers need to be aware that there is potential for fraud."

The need for such a service is obvious. Practically every consumer has inaccurate or outdated information on a credit report from one of the three major credit bureaus, says Steve Rhode, president and co-founder of Myvesta.org, a nonprofit agency that counsels people in financial crisis.

These errors can be costly, and it's up to the consumer to get them corrected. The credit bureaus are not obligated to root out errors and provide accurate information. Their job is to record the information presented to them by creditors.

Call for help?

So, if your score is low or your credit report is inaccurate, what are your options? It's like hanging wallpaper -- do you call a professional paperhanger, or tackle it yourself?

The Fair Credit Reporting Act says consumers can dispute mistakes in their credit files for free. But it will take time. Correcting one error may average four hours, says Rhode. That includes applying for your credit reports, reviewing and highlighting errors, documenting the mistake, typing up your letter and mailing it.

Credit repair services offer, for a fee, to do this daunting legwork. They pull credit reports, review for errors and send out dispute letters along with documentation. They add professionalism. They save you time. Some promise to erase bad credit -- 100 percent guaranteed. Others advertise they can remove bankruptcies from your credit file forever.

These repair services, however, don't have any secret remedies for erasing bad credit. Neither you nor the credit repair service has the right to remove accurate and current information from your credit report. The bottom line is: Credit repair services can't do anything for you that you can't do for yourself, free.

The mysterious repair shops

Are credit repair clinics fulfilling their promises to improve credit scores? It's hard to say. We contacted five credit repair clinics to learn about their guarantees and success stories, but not one was willing to talk.

The consumer service agencies were more than willing to talk.

Steve Baker, Director of the Federal Trade Commission in Chicago, says a prevailing myth about credit repair is that there are loopholes in the federal law that allows poor credit to be erased. It doesn't exist.

He says that in the past four years the FTC has not seen a legitimate credit repair clinic. "It's possible that these clinics are providing legitimate services to customers, but I've not seen it yet. When the law says that bankruptcy remains on your credit report for 10 years, just how can it be legally removed?" questions Baker. "And, later when you're asked in a credit application if you've ever filed for bankruptcy, will you lie?"

He cites an example of one consumer who was told to steal his bankruptcy record from the county courthouse, so that the credit bureau could not verify its accuracy.

Dramatic? Yes. But it poses a good question -- how are credit repair services removing bad credit?

"If the credit repair service offers guarantees within the Fair Credit Reporting Act," says Steve Rhode of Myvesta.org, "then it's doing the job. Credit repair services get sleazy when they promise to do a job that's just not possible. They promise to remove accurate, but negative information."

"Scams occur," says Marta Moakley, "when consumers pay fees for services that are never performed, or the consumer is misled on the services provided. Too often the consumer can't afford to lose this money."

Worse yet, consumers have paid money upfront -- and the company disappears.

"Credit protection and credit repair" scams are one of the top consumer complaints reported to the FTC. The actual dollar amount lost by consumers to these scams is difficult to calculate, says Baker, because many people are too embarrassed to complain. But, the FTC estimates the loss to consumers is easily in the millions.

"This is an equal opportunity scam. Everyone has a credit report; anyone can suffer from a poor credit history," says Baker.

Steve Rhode knows of consumers who paid $400 to $2,000 for credit repair services. Do-it-yourselfers can expect to pay $30 for a consolidated credit report -- a report that provides your credit history from the three major credit bureaus -- plus the value of their time.

Finding a reputable company

You may still decide to go the credit repair service route. Here's how to let your fingers cautiously do the walking through the yellow pages.

Do your homework. Research the company before your first visit. Contact the Better Business Bureau to see if the firm has had any consumer complaints. Check with your state attorney general's office or other state consumer agencies to find out if there are any pending legal investigations. The FTC warns against relying on chambers of commerce or other trade associations where membership is based solely on a fee.

Know your rights. Credit repair services must follow specific guidelines from the Credit Repair Organizations Act, which are intended to protect consumers. You should receive an explanation of these rights before signing a written contract. Read them.

You should receive a contract with all of the following information:

The payment terms for services, including their total cost A detailed description of the services to be performed How long it will take to achieve the results Any guarantees they offer The company's name and business address Remember the grace period. The credit repair company cannot perform any services for you until you've signed a written contract and completed a three-day waiting period. You may cancel the contract without paying any fees during this period.

"There are no quick fixes in credit repair," insists Moakley. "Common sense tells you that a third party doesn't know your credit history better than you. Through contacting credit bureaus, making your own corrections, consolidating your debts and budgeting, you can improve your own score. You don't need to pay someone to fix it for you. Apply that money toward your debt."

Modern society has created a monster known as credit card fraud. With the considerable use of credit cards, the world has become a playground for the common credit larcenist. But, if you educate yourself on the issue at hand, and learn the steps to take, you can combat this momentous problem.
Some credit card perpetrators have started combing through garbage cans searching for your credit card data. If they discover credit card receipts or credit card account statements, they are in luck. The thieves then use the credit card numbers to purchase items on the internet. Some even produce a new credit card using your account number and all of your credit information.
This type of credit card fraud can easily be prevented. Before you throw any credit card receipts or statements containing your account number away, make sure they are completely destroyed. This will assure that your credit card information can never be discovered and reused.
Checking your credit report and credit card statements monthly can ensure that no unauthorized charges have been made to any of your credit card accounts. If you come across something curious in one of your credit accounts, you should act at once.
Call the credit card company immediately and report that someone has stolen your credit card or credit card number, and you would like this card canceled without delay. Invalidating the card will assure that no further charges can be made to your account and no additional financial damage can be done to your credit.
Your credit cards should be with you at all times for safe keeping. While most people carry their cards in wallets, it is actually better to carry them in a separate compartment. An example would be a small container, a mini pouch or a business card holder.
Always stay alert with each credit card transaction you make. Be sure to get your card back immediately after the purchase is completed. Not all credit thieves are after your actual credit card; most just want your credit card account number to finance their illicit business deals.
Credit card fraud has become quite abundant on the internet. There are several things you should avoid when using a card online. Never enter your credit card number on websites that are hyperlinked through an email. This screams fraud. This will most likely lead you to a scam site created to steal your credit card information.
You should be very cautious when giving your credit card number to online companies. If at all possible, try to only supply your number when only critical. If you do need to make a purchase online, there a payment services now offered that permit you to purchase an item without having to give your credit card information to an unauthorized third party.

The first and most important thing you can do to become better prepared and protected against identity theft is to lose the attitude that "it could never happen to you". Identity theft is much more common than most people believe, and the belief that it won't happen to you leaves you much more vulnerable than someone who actively takes steps to protect themselves against the crime. Sometimes thieves will intercept your incoming or outgoing mail by taking items from your mailbox. Cut credit cards into tiny pieces before throwing away, even if the card has expired, and throw the tiny pieces into more than one trash bag so even if one bag is found the card could not be put back together.
Report any stolen or lost credit cards immediately.
Destroy receipts, tax information, credit card applications, mortgage information or cancelled checks before throwing away- and keep such documents in files in a locked file cabinet inside your home. Don't rule out the possibility of the babysitter or housekeeper or guests taking paperwork lying around your home.
Keep a close eye on your credit reports and credit card statements to watch for anything out of the ordinary, or transactions you know you didn't make. Investigate anything suspicious immediately.If You Are a Victim of Identity Theft
Victims of identity theft often spend months or years trying to recover from the crime. Not only may it cost victims money, but their credit score is going to be ruined and will take work and time to repair. While the three major credit bureaus do have policies for fixing credit scores and reports after identity theft crimes have occurred, it does take a long time for the errors to be corrected and repaired.
Before the report and score is corrected, the victim is going to have a difficult time obtaining any sort of financing (from credit cards to student loans to car loans or mortgages). In some extreme cases, identity theft victims are even arrested for crimes they didn't commit.
Being a victim of identity theft interrupts your life. It is far easier to take appropriate steps to protect yourself than it is to repair your credit reports and credit score after your identity has been stolen.
